NI Executive Disability Strategy 2025–2035: CiNI Response

CiNI has responded to the Consultation on the NI Executive Disability Strategy 2025–2035.

Our response makes clear that disabled children continue to experience systemic inequality across education, health, participation and living standards, and that the final Strategy must move beyond ambition to deliver real, measurable change in children’s everyday lives. It emphasises that government must take a whole-system approach to inclusion — tackling not only services, but the structural, cultural and economic barriers that prevent children from fully participating in society.

In this submission, we call for stronger alignment with SEND and Children’s Social Care reform, meaningful participation of disabled children and young people, and a clear, costed Action Plan with robust accountability. We also highlight the need to address the extra costs of disability, including through targeted mitigations, and for the Voluntary and Community Sector to be recognised as a key delivery partner in achieving inclusion.
